ONEROUS TRADE LEGISLATION PASSES HOUSE, MOVES IN SENATE--As expected, the House of Representatives voted on March 17 to pass HR 975, legislation that would place quotas on imported steel products, by a 289-141 margin. Grassroots communications by a large number of AWPA members helped to raise the number of opposing votes to a level that was unexpected by the opposition.--Full Story--
AWPA TESTIFIES ON TRADE--In a continuing effort to dissuade Congress from passing protectionist trade legislation, AWPA Vice President H. Woltz, President of Insteel Industries, Inc., testified before the House Ways and Means Committee on February 25, 1999, in opposition to HR 975. The hearing began with several panels populated by legislators representing steel manufacturing districts demanding relief from the flood of imported steel that, according to their testimony, has caused the loss of thousands of industry jobs. There were also a number of senior Clinton Administration officials from the Office of the US Trade Representative, Department of Commerce and President's Council of Economic Advisors who testified. Industry leaders from steel manufacturing companies also were given an opportunity to testify on the impact of the so-called "crisis." --Full Story--
ANNUAL MEETING FOCUSES ON TRADE ISSUES--An exciting and informative 1999 AWPA Annual Meeting was held January 31 to February 3, at the Marriott Marco Island Resort in Florida. Trade issues were the focus of the meeting, as they have been the focus all year among wire manufacturers. The association made several key determinations regarding steel trade issues, including the decision to oppose the Section 201 case currently being pursued by rod manufacturers. --Full Story--

LIABILITIES FOR INDUSTRIES DISCHARGING TO PUBLICLY OWNED TREATMENT WORKS--Data collected under the AWPA's Member Facility Questionnaire indicates that a large percentage of the Association's members discharge process wastewater to Publicly Owned Pretreatment Works. These discharges are regulated under the Effluent Limitations Guidelines which set forth minimum pretreatment standards for a number of industry categories including the Iron and Steel Industry Point Source Category (40 CFR Part 420). During the data review process, we have noticed that a significant number of the respondents' discharges to their POTWs are regulated under the Metal Finishing Point Source Category (40 CFR Part 433). --Full Story--
AMERICAN MANUFACTURERS REPORT RELEASED--Grant Thornton, an accounts and management consultant for American manufacturers, has published its Ninth Annual Survey of American Manufacturers Report. This report monitors the progression of change within midsize manufacturing companies and the challenges facing these manufacturers when planning for the future. In order to improve productivity and effectiveness, leverage resources, and better manage the supply chain from source to end consumer, midsize American manufacturers are adopting many of the same strategies employed by larger companies. For the Ninth Edition Survey, Grant Thornton focused on five key areas that are driving the growth strategies of both midsize manufacturers and their larger counterparts: information technology, electronic commerce, facilities growth strategies, international expansion, and integrated product development.--Full Story--
