Two International Trade Bill Successes--The Africa and Caribbean Free Trade Bill overwhelmingly passed both the House
(309-110) and Senate (77-19), and was quickly signed into law by the president. This bill
is the first major trade measure enacted in the US since approval of the Uruguay Round in

AWPA Loses A Good Friend--Max Moore, president of Oklahoma Steel and Wire and active participant in AWPA,
died in late May following a mid-air collision while flying his plane home from his plant in
Norman, OK. Surviving are his wife, Pat; daughters Sarah, Rachel and Elissa; parents,
B.L. and Colleen Moore; brothers Jon and Craig; sister Kathleen; and a wealth of friends

Stainless AWPA Members Take Stand On Sunset Reviews--The AWPA Stainless Committee members recently participated in sunset reviews of the
outstanding antidumping orders against stainless rod imports from Brazil, France, India
and Spain. Among the actions taken by the committee members were testifying at the
International Trade Commission (ITC) hearing, addressing questions by the

FSC Plan Rejected By EU --As reported in the May issue of WireLine, the WTO ruled against the US concerning the
legality of foreign sales corporations (FSC). The Clinton Administration consequently
proposed to the European Union (EU) a substitute plan to replace them. It would provide
an election under which foreign trade income allocated to a company would be taxed at
12.17%, with non-export sellers able to choose between this rate and a deferral on

Dueling Steel Reports Released--The Department of Commerce will release a plan shortly to aid the US steel industry.
According to Robert LaRussa, the Acting Undersecretary of Commerce for International
Trade, the plan will focus on ways the US can counter unfair trading practices by other

released a report on how federal assistance to US steel producers has hurt American

EPA Issues Final NPDES Rule--EPA issued a final rule revising the National Pollutant Discharge Elimination System
(NPDES) regulation. Overall this rule eliminates redundant regulatory language, provides
clarifications and removes unnecessary procedures that do not provide any environmental
