Handy & Harmon Specialty Wire Group's New VP

Handy & Harmon Specialty Wire Group recently announced the appointment of Hy Luft to the position of Vice President, Sales and Marketing (domestic operations). Prior to his association with Handy & Harmon, Hy held several key engineering and manufacturing management positions at AAI Corporation (Hunt Valley, MD), including Director of Engineering, Program Manager and Vice President of Programs.

Hy is a graduate of City College of New York, with a BS in Electrical Engineering. In his new role, Hy will be responsible for directing all Sales and Marketing activities for Maryland Specialty Wire, Willing B Wire, and Strandflex.

Founded in 1967, Handy & Harmon is a diversified industrial manufacturing company with operations in materials engineering and specialty products for global markets.

American Spring Wire Corporation Announces New Sales Representative and Product Manager

William Snyder, General Sales Manager of American Spring Wire Corp. (ASW), has announced the promotion of Stephen A. Golden as Sales Representative. Steve will handle sales coverage for the Central Midwest region, and will be responsible for the sales of all ASW Spring Wire and PC strand products. Steve comes to this position with over 20 years of experience at ASW's Kankakee, Illinois facility, working in various capacities including Quality Control Technician, Inventory Control Supervisor, and most recently as Manager of Procurement, Packaging and Shipping Departments.

Mr. Snyder also announced the hire of David F. Ryan as product manager for the valve spring and regulator wire markets. David has spent the last 15 years with Brush Wellman Inc. serving the automotive industry. He most recently held the positions of Automotive Marketing Manager/North America here in Cleveland and District Sales Manager in Detroit. David holds an MBA from Case Western Reserve University's Executive Program and a BS in Applied Science from Miami University. According to Mr. Snyder, "We are excited to have David join our sales management team and look forward to the value he will add to our company as we move into the future."

American Spring Wire Corporation manufactures valve quality and commercial wire in carbon and alloy steel grades. Manufacturing processes include surface preparation, die drawing, cold rolling, patenting, annealing and oil tempering. The company also produces PC strand for the pre-stressed/post-tensioned concrete market, and supplies wire for the automotive, agricultural equipment, construction and appliance industries. Headquartered in Cleveland, Ohio, ASW is certified as com-plying with ISO 9002 standards.

EPA Enforcing Air Emissions Reporting

The EPA is now aggressively enforcing a widely applicable, but little understood regulation that covers common air emissions sources. There are over 350 reportable chemicals, including many common contaminants such as HCl, nitric acid and sulfuric acid. Reporting thresholds for these chemicals are as low as 1 pound per day in some cases. Facilities must report a release when it is equal to or greater than the specific substance's reportable quantity (RQ) listed in the "List of Extremely Hazardous Substances and Their Threshold Planning Quantities."

A facility is only exempt from these reporting requirements if the air emission source is covered by a federally enforceable air permit that has a specific emission limit or control requirement for the extremely hazardous substance (EHS). The federally permitted release provision exempts only those releases that are subject to emission limits and other controls that are specifically designed to address hazardous impacts from the release of the hazardous substance.

EPA has stated it will not assess any penalty against companies that choose to self-disclose violations under the audit policy. These violations must have been identified voluntarily and not through any required monitoring, sampling or auditing procedure. Violations must be disclosed within a specific number of days after their discovery, and prior to any agency inspection, investigation or information request, notice of a citizen suit or legal complaint.

EPA's ELG Plan

The EPA published its Effluent Limitation Guidelines plan in the Federal Register (June 16, 2000, p. 37783) that details the agency's ongoing guidelines development efforts and proposes EPA's plans for developing new and revised ones. Among the highlights:

  • In some cases, a regulation may prescribe "Best Management Practices (BMPs) in addition to or in lieu of numerical limits. BMPs may include requirements addressing the minimization or prevention of storm water runoff, plant maintenance schedules and requirements addressing the training of plant personnel.
  • EPA identified the most significant environmental problems. Many of the sources modeled to have the highest risk to water are in the metals industries, such as Iron & Steel or Metal Products and Machinery (MP&M). The final plan will most likely be issued in the fall.
