President Clinton has nominated three candidates to fill the vacancies on the US International Trade Commission (ITC).
Thelma J. Askey is currently the Staff Director of the Trade Subcommittee of the House Ways and Means Committee. She served previously as Minority Trade Counsel of the Trade Subcommittee, where she was the principal trade advisor to Republican members of the Subcommittee. Ms. Askey is a native of Tennessee and holds a bachelor's degree from in history from Tennessee Technological University. She has also completed graduate work in history and international economics at the University of Tennessee, George Washington University, and American University.
Jennifer Anne Hillman was General Counsel for the US Trade Representative (USTR) from 1995 to 1997. She previously served as Chief Textile Negotiator in the Office of the USTR, Legislative Director and Counsel to Senator Terry Sanford of North Carolina, and an attorney in private practice in Washington. Ms. Hillman received her bachelor's degree in political science and her master's degree in higher education administration from Duke University and her juris doctor's degree from Harvard Law School.
Stephen Koplan most recently was the Director for Governmental and Conservation Affairs of the Safari Club International. Previously he served as Vice President of Governmental Affairs for Joseph E. Seagram & Sons, Inc., a legislative representative on tax and foreign trade issues for the AFL-CIO, and an attorney in private practice in Washington. Mr. Koplan has a bachelor's degree from Brandeis University, a juris doctor's degree from Boston University, and a master of laws degree from New York University.
The Senate Finance Committee held a confirmation hearing in April, and several Senators submitted follow-up questions to the nominees. However, Senator Bob Graham of Florida has put a hold on the Senate's vote because he wants the Clinton Administration to agree to nominate a candidate with a strong agricultural background to fill the next vacancy on the Commission. That vacancy will occur when Commissioner Carol Crawford's term expires on June 16, 1999.
The accession of these three new Commissioners will bring the Commission to its full complement of six for the first time in over a year and a half. The full Commission will include Chairman Marcia Miller and Vice Chairman Lynn Bragg as well as Commissioner Crawford and the three nominees. Of the six, three are attorneys, and five have served in staff positions on Capitol Hill.
