Sen. Robert Byrd (D-WV) has proposed the creation of a Congressional Trade Office to improve access to trade data. Modeled on the Congressional Budget Office, which provides budget information and economic analysis, the Congressional Trade Office would give lawmakers information on trade legislation and participate in trade negotiations.
Byrd said that he is worried the Congress is getting left out in the cold when it comes to treaties, abdicating its constitutional role in regulating foreign commerce.
