Administrative Review of AD Order on Steel Wire Rod from Mexico (2016/2017) — Final Results

On June 28, the US Department of Commerce (DOC) published the final results of its administrative review of the antidumping (AD) order on carbon and certain alloy steel wire rod from Mexico.  The review covered three Mexican producers/exporters during the period from October 1, 2016 to September 30, 2017.

The DOC calculated the following final weighted-average dumping margins — 3.94% for Deacero S.A.P.I. de C.V.; and 40.52% for Ternium Mexico S.A. de C.V.  The dumping margin for Ternium Mexico is based an adverse facts because Ternium did not respond to the DOC’s questionnaire.

The DOC also found that ArcelorMittal Mexico S.A. de C.V. (successor in interest to ArcelorMittal Las Truchas S.A. de C.V.) made no shipments during the period of review

Accordingly, effective today, June 28, 2019, the dumping duty deposit rates became 3.94% for Deacero and 40.52% for Ternium Mexico.  In addition, the DOC will also send instructions to US Customs and Border Protection to liquidate imports that were entered during the period of review at the applicable dumping rate.
